JOHN MCCAIN: [...] I have—I'm aware that off the coast of Louisiana and Texas there are oil rigs as we well know and those rigs have survived very successfully, the impacts of hurricanes (Hurricane Katrina as far as Louisiana is concerned). There are methods of drilling now, which are on a slant, which also can reach into existing or undiscovered oil assets and other places. There is dramatically improved technology in this area and I'm not saying that there will never be another oil spill. California: they still remember the Santa Barbara experience and, of course, all of us remember Exxon-Valdez, but I think the technology and the safety is there today that would give us great confidence that we would be able to exploit these offshore resources and still maintain environmental safety [...], but I also think, my friends that, if you send $700 billion overseas every year and some of that money ends up in the hands of a terrorist organization, you are also running a risk. You're also running a risk of one of these terrorist organizations doing—committing a terrorist act in the United States of America and some of our vulnerable areas obviously are energy supplies so I think we have to kind of balance all of these priorities as well. [...] QUESTIONER: I would just like to see more emphasis on our renewable resources that we have out there. [...] MCCCAIN: [...] I'm supportive of and the government is doing some pure research and development on a lot of this technology, wind, tide, solar, and others, but I also—and this is where Mr. [T. Boone] Pickens and I disagree a little bit—I don't think we can rely on those to be as much of the solution as some people think. We all love solar. Is there anybody that doesn't love solar power? But when we look at the actual contributions, compared with the increased demand for energy that's gonna be part of American in the next 20 years, it does not meet those demands, much less the existing requirements that we have. So, I wonder what your feelings are on preemptively going into countries where we don't really like the leader if they have oil or if they don't have oil And, what you plan to do if you're President on going into Iran, not going to Iran, pulling out of Iraq, not pulling out of Iraq, going into Afghanistan, or ay other countries that you think you want to win wars with, and we lost Vietnam, you said you knew how to win wars, we didn't win there. And I don't know if winning wars is necessarily something that a President wants to do or should do." JOHN MCCAIN: "Well, thank you, you ask a very profound question and I appreciate it. And I will again not try to give a long response because, because we have other questions but since Americans are in harm's way and Americans have made enormous sacrifice, I think it's worthy and the Iranian threat and the situation in Afghanistan could lead to further greater sacrifices "I'd like to just say to you very- we are in a dangerous world. There's the threat of radical Islamic extremism, which threatens everything we stand for and believe in. This is an evil sometimes its hard for us to comprehend and they're active in a lot of places in the world, there is some information they try to reestablish cells in the United States of America. Obviously, there's some small success in Europe. It's an evil that's hard to encompass. "Not long ago, al Qaeda took two mentally disabled young women, put suicide vests on them, and sent them into a market place in Baghdad and by remote control detonated those suicide vests. It's hard for us to encompass how evil these people are. They like to cut off people's heads and put it out on the Internet. [...] They're dedicated to the extinction of everything we stand for and believe in. "Now, I believe we were justified in going into Iraq based on the fact that every intelligence agency in the world, including the United States of America, believed that Saddam Hussein had nuclear weapons. He'd used them- excuse me- weapons of mass destruction, and he had used them twice before and there's no doubt about his willingness and desire to develop them and use them again. The sanctions were breaking down, American planes were being shot at, there's a multibillion dollar oil for food scandal in the UN, etc. etc. "But that's a history and that is for historians to argue about and I'll be glad to have that discussion at some academic forum. "But, we are there. And we went there and we were losing. And we were losing badly. And I went over there early on and saw the strategy and said 'this can't succeed, it's going to fail, we gotta change it.' I was criticized by the Republicans for being disloyal. I said, at the darkest time in my political aspirations for President I said we've got to send 'we've got to Send 30,000 more troops over there.' Everybody- the political pundits and others said the McCain campaign is dead. And, my friends, I would rather lose a political campaign than lose a war. And I said we had to do this new strategy and that is a strategy, it isn't just an injection of troops. "And they have succeeded. They have succeeded. My friends, they have succeeded. And I'd be glad to give you all the data to back that up. "Now have we had victory, final victory? No. The al-Qaeda and others are back on their heels but they still are intent on doing bad things. And they'd love to try to resurrect their efforts. And they've still got the Iranians who are exporting the most lethal explosive devices into Iraq that is killing young Americans. And we've still got the Iranians [...] moving forward with developing nuclear weapons. But in Iraq, we have a government that is pretty effective. We have a justice system that is stumbling, and hauntingly moving forward. "And we have succeeded. I'm not saying we are succeeding- we have succeeded. And we will -- we will- win this war. We will win this war if we don't do what Senator Obama wanted to do -- that's set a date for withdrawal and predicate it on a date and not conditions on the ground." QUESTIONER: When I came to work at General Motors, gas was 19 or 20 cents a gallon, didn't get more than 15 miles to a gallon. The industry has changed so that everything is getting 30 miles to a gallon, and there has been very little done with the housing market. The builders that are building housing today are building houses like they did in the 40's, and everybody that lives here probably spends as much on their house payment and their gas payment as they do driving a car, and they don't do anything to encourage people on their own houses. You can drive down the street with an infrared camera and tell who's spending 5 and 600 dollars a month on their electric and gas bills. And if there was something you could do to make that easy for everybody to fix their own houses. MCCAIN: I believe that one of the things the federal government could lead in is impose standards in federal buildings, those that we lease and build and that we own, that would make them more energy efficient. I believe we should provide tax credits to any American that's willing to make their home or the homebuilders who build the homes that are more energy efficient. We've got to place incentives for doing so. And it goes back to, obviously, as you know, our greater dependence on foreign oil and lessening that dependence. I also think that it'd be very important for we as Americans to conserve a little more. I know that we can all do that without- you know- turn off the television set when you leave the room, etc. But I also think that one of the challenges Americans have today, if I could just mention this aspect of it, is not only making their homes fuel efficient, energy efficient, staying in their homes, there's thousands and thousands and thousands of citizens in this state who can't afford their payments to stay in their homes, and I don't think we've fixed the problem. One thing I'd like to see us be able to do is for you to be able to go down and get a thirty-year FHA guaranteed mortgage on your home at the new value of your home. My friends, this value of homes continues to go down as you all are so painfully aware, and we got to hit bottom some place. Then, it's going to start up again because I believe America's best days are ahead of us. But I want Americans to be able to right now tonight at the kitchen table saying, "We can't afford our home loan payment, our mortgage payment, be able to go down and apply for a thirty-year guaranteed fixed mortgage payment, fixed interest payments, at the new value of their homes so they can stay in their homes. Then I want to incentivize them and make them energy efficient. Did you want to follow up? QUESTIONER: I just built a new home and I can't sell the old home that I had and I was forced into a jumbo mortgage and they charge extra interest just because it's beyond a certain point; it doesn't matter whether or not you capable of paying the loan or not. And because Michigan's got such a low cost for the average house, anything that they would pass doesn't affect that bottom line, it's way below what it needs to be. You need to raise the jumbo loans and make them all the same interest rate. MCCAIN: Well, again, as you say, the values of homes in Michigan and across this country have dropped dramatically, and so you ought to be able to make payments at the new value of your home. And get a guaranteed mortgage to do so. But second of all, I would point out, that if we don't keep people in their homes, then that is the essence of the American dream. And I think the first thing we've gotta do is make sure you can afford your home loan mortgage payment. But second of all, you've got to fix this problem. I wonder how big the document was that you signed. Why should it be 50 or 60 pages? Why shouldn't there be in big print, at the bottom of that page, I understand this document. And why shouldn't we be going after people that unscrupulously preyed on people who otherwise were not aware of the many terms of the very thick document and preyed on people that were not prepared in any way to meet the conditions of those loans. And those people oughta be punished and punished severely. And there are a lot of people who say there where never any weapons of mass destruction, and we shouldn't have been there, what would you say to them? And also, do you agree with the assessment situation with Mike McCollin and John Petreus? MCCAIN: Thank you. I think I addressed, a little bit, this issue of weapons of mass destruction. Every intelligence agency in the world said- believed- that Saddam Hussein had weapons of mass destruction, so there couldn't have been that kind of massive conspiracy. You couldn't have gotten the CIA and others to come to that assessment. In addition, Saddam Hussein has said, categorically, that he was intent on acquiring those weapons, he had used them twice before, and there's no doubt of his intent to do it again. Also, there was abuse of human rights, threats to the neighbors, etc. Um, I want to thank you for your son's service. And, I do agree with the assessment of General Patreus and McMullin. I do agree that we have succeeded. But I also want to emphasize, that that success that we've achieved is very fragile, it could be reversed very easily. Al Queda is on their heels, they are not defeated. I also predict that they will make an attempt, as we get into the election season, to make more of these spectacular kinds of attacks to which they are still capable of doing. The suicide bombers, etc., would not surprise me- we've already found out that they are going to try to step up their attacks and do things in a more spectacular fashion so that they can erode the support of the Malachi government. And by the way, the Malaki government and the United States government will work together on an agreement as to the withdrawal of the U.S. troops. We will withdraw, we will come home with honor and victory, and it will be dictated by the events on the ground. I've recently had talks with the president of Iraq, and also the foreign minister. We're in agreement. And by the way, the same people that are tellin ya a lot of these things about lack of success and that the Malachi government isn't working, which it is, their the same ones that said the surge would fail. Keep that in mind the next time you hear from one of em. So, um, we have succeeded, and I am confident that we will win victory, and that is all contingent on our commitment to making sure we withdraw according to conditions on the ground and largely in keeping with the recommendations of General Petreus and our military leaders. The final decision, of course, always rests with the commander and chief. And I've had the experience in many wars, both personally and involved in national security aspects to know and have the judgment to lead this country and keep young Americans safe. And I want to point out to you again, I hate war. I hate war. No one hates war more than the veteran. Cause the veteran knows what it's like to lose a comrad. So you can be absolutely sure that I will keep this nation at peace. And as Ronald Reagan said, peace through strength.
