An Aboriginal woman - filmed in compromising circumstances in Boulia by PhD candidate Michael Noonan - claims she never signed a consent form and has suffered anxiety for the past 18 months not knowing where the filmed material might appear (as of August 2007 this material was posted on the internet by the Courier Mail newspaper on its website). Following the woman's request, Aboriginal Elder, Ted Watson speaks out on her behalf. The Aboriginal woman's portrayal as a negative racial stereotype has outraged many people in the Australian Indigenous Community including some prominent figures who will soon be voicing their concerns on Youtube. Meanwhile Peter Coaldrake, the Vice Chancellor of QUT, has vigorously defended all ethical aspects of the PhD project which was originally entitled "Laughing at the Disabled: Creating Comedy which Confronts, Offends and Entertains." Earlier in 2007, Coaldrake suspended two senior lecturers: Dr. Gary Maclennan and Dr. John Hookham for publicly voicing their concern about possible violation of ethical protocols in the thesis film which forms part of Noonan's PhD research. The indigenous ceremony comes a day before the prime minister is due to deliver a historic apology to the 'Stolen Generation'. They became the first Indigenous Australians ever to take part in the opening of the nation's new parliamentary session. Aboriginal elder Matilda House delivered a traditional message to mark the first sitting of parliament since Australian Prime Minister Kevin Rudd's Labor Party won power in last November's elections. [Matilda House, Aboriginal elder]: "Our nation is marked by great success and honorable deeds and some not so. Some made right and some yet to be made right, like tomorrow's apology." Rudd told the crowd at the ceremony he wants this made a future tradition. [Kevin Rudd, Australian Prime Minister]: "We can be a bit slow sometimes, be we got here. (Formosa Aborigines) For approximately 8000 years before significant Han Chinese immigration to Taiwan (Formosa), the ancestors of Taiwanese aborigines (with a total population of 458,000 as of 2006) are believed to have been living here at peace with this beautiful island. They are closely related to the Austronesian peoples of the Philippines, Indonesia, and Malaysia. Many of you may have enjoyed Taiwan aboriginal singer Miss A-mei singing, and you must know that we all like not only singing but also dancing! The second part of this video was taped on Feb. 27, 2004, at a special night gathering in Chang-Hua City, Taiwan, in commemoration of the Taiwan 228 Massacre in 1947. The aboriginal dancers were members of a local Zhang-Shian Presbytarian Church (彰山教會). 400 years have elapsed since the first foreign Dutch and then the Spaniards came by sea (ca. 1600); during the Dutch era (1623-1662), our beautiful Sika deer became almost extinct. And then the Japanese (1895) from northern Festoon islands and the Han Chinese from Eurasian land (1600-present) also came to rule; these asian neighbors felled our Formosa cypress excessively to build their palaces and houses, and they took away our lands in the plains. In the Taiwan 228 Massacres in 1947, many Taiwan aborigines did join with the early Han settlers living in the plains to protect our homes and people, and many aborigines were martyred in the war with the ROC troops sent by Generalissimo Chiang Kai-shek. Our aboriginal human rights and dignity have never been truly respected and protected by any of the foreign invading powers. Many times, the new Han settlers and the foreign authorities totally forgot that we aborigines had lived here for more than 8000 years before they came! Last February (in 2006), the newly elected Taipei County Mayor (Chou Hsi-Wei, 周錫瑋), a second-generation Han, even confiscated some of our monuments, just because the inscriptions were written in Japanese, which was the language we were forced to learn 100 years ago when Formosa was ceded in perpetuity to Japan by China Qing Empire! We have been extensively exploited in the last 400 years, but we do wish to live peacefully with others on this island, with decent human respect and dignity! Goverment Eugenics Program Australia Eugenics The policy of removing Aboriginal children from their parents emerged from an opinion based on Eugenics theory in late nineteenth and early twentieth-century Australia that the 'full-blood' tribal Aborigine would be unable to sustain itself, and was doomed to inevitable extinction, as at the time huge numbers of aborigines were in fact dying out, from diseases caught from European settlers. An ideology at the time held that mankind could be divided into a civilisational hierarchy. This white supremacist notion supposed that Northern Europeans were superior in civilisation and that Aborigines were inferior. According to this view, the increasing numbers of mixed-descent children in Australia, labelled as 'half-castes' (or alternatively 'crossbreeds', 'quadroons' and 'octoroons'). In the first half of the twentieth century, this led to policies and legislation that resulted in the removal of children from their tribe. The stated aim was to culturally assimilate mixed-descent people into contemporary Australian society. In all states and territories legislation was passed in the early years of the twentieth century which gave Aboriginal protectors guardianship rights over Aborigines up to the age of sixteen or twenty-one. Policemen or other agents of the state (such as Aboriginal Protection Officers), were given the power to locate and transfer babies and children of mixed descent, from their communities into institutions. In these Australian states and territories, half-caste institutions (both government or missionary) were established in the early decades of the twentieth-century for the reception of these separated children. The 2002 movie Rabbit-Proof Fence portrays this system and the harrowing consequences of attempting to overcome it. In 1915 A.O. Neville was appointed the second Western Australia State Chief Protector of Aborigines. During the next quarter-century, he presided over the now notorious 'Assimilation' policy of removing mixed-race Aboriginal children from their parents. This policy in turn created the Stolen Generations and set in motion a grieving process that through the now widely accepted concept of trans-generational grief, would affect many generations to come. In 1936 Neville became the Commissioner for Native Affairs, a post he held until his retirement in 1940. Neville believed that biological absorption was the key to 'uplifting the Native race.' Speaking before the Moseley Royal Commission, which investigated the administration of Aboriginals in 1934, he defended the policies of forced settlement, removing children from parents, surveillance, discipline and punishment, arguing that "they have to be protected against themselves whether they like it or not. They cannot remain as they are. The sore spot requires the application of the surgeon's knife for the good of the patient, and probably against the patients will." In his twilight years Neville continued to actively promote his policy. Towards the end of his career, Neville published Australia's Coloured Minority, a text outlining his plan for the biological absorption of aboriginal people into white Australia The goverment saying sorry does not help the fact that such Eugenics experiemnts have taken place by goverments , both state and federal against it's own people , especially the native indigenous population of this country . And in fact the Australia Prime Minister in his Famous Sorry speech , Promised to improve Indigenous peoples lives as seen in this video . However , insted of fulfilling his promise the PM has decied insted to Strip funding to the Indigenous people . Yes thats right Kevin Rudd the Australian Prime Minister has now stripped funding from the North Queensland Legal Aid office (North Queensland ATSILS ) and in typical cowardness form Kevin Rudds Goverment has avoided the public scrutiny and insted released a statement to the press . Stating that Indigenous people will still be entitled to legal aid . This is blatant double speak . First the Federal goverment is stripping away funds for a much needed service for the Indigenous community , And the Goverment says on one hand were stripping your funds so you can not recive legal aid , Oh but its ok were not saying you can not still get it you still have the right to a legal aid service , its just we have stripped all your fundding away that will help provide that service . This is yet another violating of peoples basic human rights as idividuals . what this means is that Indigenous people in the north are now more likly to go to jail as they now have even less avenues when it come to socal justice and legal aid . Thank Mr Prime Minister , you hippocrate . It amazes me how easy it is for politicans to lie and use the media when it suit them , but hind behind press releases and double speak in the media to confuse and lie to the people .
