Thai-Cambodia Dispute at ASEAN Talks ANCHOR: In Singapore, a smoldering border dispute between Thailand and Cambodia grabbed the limelight as Southeast Asian nations began meetings with Asia-Pacific powers on economic and security issues. Here's more. STORY: Foreign ministers from the Association of South East Asian Nations (ASEAN) met with their counterparts from China, Japan and South Korea. Talks on regional diplomacy over North Korea's nuclear program was certainly on the agenda. But ASEAN was distracted away from big-power diplomacy, due to Thailand and Cambodia's military showdown over an 11th-century temple on the border, claimed by both nations. Ministers from Thailand and Cambodia briefed their ASEAN counterparts about the situation, after both sides sent hundreds of soldiers and heavy artillery to the border in recent days. [Surin Pitsuwan, ASEAN Secretary General]: "As ASEAN still insisted on the statement that the chairman put out on Sunday evening, that (we) expect the two sides were going to find amicable solutions to the issues between them and that ASEAN still stands ready to extend any support if the two sides would like ASEAN to play a role. But we did not go any further than that. I think the atmosphere was just to exchange information and to exchange views on matters of ASEAN, of ASEAN's role in various issues in the region and the issue of Cambodia and Thailand came up as one issue, nothing formal, nothing official." The dispute is testing ASEAN's unity while it is in the midst of ratifying a charter that would turn the 41-year-old grouping into an EU-style, rules-based organization. Cambodia has asked the United Nations Security Council for an emergency meeting, to resolve the military stand-off with Thailand. Phnom Penh's appeal to the world body late on Monday came after bilateral talks failed to end the week-long border confrontation, which neighbors fear could turn violent. But the ASEAN Secretary General is confident progress is being made. [Surin Pitsuwan, ASEAN Secretary General]: "They have made some progress. They have met on the border and both sides were still hoping that they could find a solution." North Korea nuclear diplomacy will take centre stage when ASEAN holds talks with China, Japan, South Korea and Russia on regional security and trade issues today. ASEAN Asked For More in Burma CHAN: A number of regional and international aid agencies are calling on ASEAN today to provide more aid effort to cyclone devastated Burma. The main non-government aid agencies, including CARE, Save the Children, World Vision and Mercy Malaysia held a media conference in Bangkok to update the media about the situation on the ground. They urged the Association of Southeast Asian Nations or ASEAN to increase access for Asian humanitarian workers to pump in additional support and supplies, especially funding. [Jemilah Mahmood, Mercy Malaysia]: "Of course, funding for the whole humanitarian response-- but, beyond that also the commitment from the ASEAN governments to ensure that they can facilitate the other international players to play their role in supporting this initiative. ASEAN must know that they're not alone and it must know that it has support from international aid agencies." A lot of the aid has still not reached the disaster areas. However, U.N. chief Ban Ki-moon arrived in Rangoon on Thursday and took "a message of hope" to Cyclone Nargis victims. He also pressed the military government to allow large-scale international aid for the 2.4 million people left destitute. Ban has said relief teams had been able to reach only a quarter of those in need after one of the worst cyclones in Asia in decades. The United Nations and ASEAN, of which Burma is a member, are to convene a donors' pledging conference in Rangoon on Sunday. The government wants more than $11 billion in aid, but international donors need access to verify the needs, according to the ASEAN Secretary-General. The junta government estimates the damage to one of Asia's least-developed economies at $10 billion. ASEAN Ministers Discuss Burma Crisis CHAN: ASEAN foreign ministers are meeting this week to discuss Burma's humanitarian crisis. Cyclone Nargis left thousands dead and millions in need of urgent aid. STORY: On May 13th Foreign Ministers of the Association of Southeast Asian Nations (ASEAN) said they would send an emergency rapid-assessment team to Burma, but critics say the group is moving too slowly. Cyclone Nargis struck the country on May 2nd, nearly three weeks ago. ASEAN has a long-standing policy of not interfering with the internal affairs of member states. The Burma junta has refused to open its doors to a large-scale aid operation two weeks after Cyclone Nargis hit, killing almost 80,000 people and about 56,000 still missing. So far, two ASEAN member countries have agreed to give assistance. They are ready to give food, medicine and rescue teams, but a coordinated regional response has not happened. To demonstrate they are handling the crisis properly, the Burmese junta took diplomats on a tour of the Burma's Irrawaddy delta last Saturday, where 2.5 million people are now struggling to survive in an area of inundated swamp the size of Austria. Thousands of refugees are crammed into monasteries and schools. Volunteers are giving them food and water. Private donors have sent in clothes, biscuits, dried noodles and rice. In the last 50 years, only two Asian cyclones have exceeded Nargis in terms of human cost -- a 1970 storm that killed 500,000 people in neighboring Bangladesh, and another that killed 143,000 in 1991, also in Bangladesh. ASEAN SG, UN USG to observe rehabilitation tasks in Bogale 26-June-2008, Myanmar An excursion group including Chairman of TCG Deputy Minister for Foreign Affairs U Kyaw Thu, Chairman of ASEAN-HTF as well as ASEAN Secretary General Dr. Surin Pitsuwan, UN Under Secretary General, Executive Secretary of Asia-Pacific Economic and Social Commission Ms. Noeleen Heyzen, TCG and ASEAN-HTF members and representatives of UN agencies and INGOs left Yangon for Bogale on Thursday to observe rehabilitation tasks in Bogale Township, Ayeyawady Division. In the briefing hall of the commanding office of the relief camp in Bogale Township, Chairman of Bogale Township Peace and Development Council U Soe Thein briefed on the completed rescue and relief tasks and ongoing rehabilitation activities and replied to queries raised by Dr. Surin Pitsuwan and Ms. Noeleen Heyzer. Later, at the Bogale Township People's Hospital, they observed specialists team from the Ministry of Health giving medical treatment to the storm survivors. Next, they viewed students learning at the No.1 Basic Education High School and renovated buildings across the town in a motor-cade. They then proceeded to Setsan Village in Bogale Township where they inspected students learning in temporary class rooms in the place of the damaged village high school and houses for the storm victims being constructed under the arrangement of the State with donation made by national entrepreneurs. Later, in Kyein Chaung Gyi Village, they observed houses for storm-victims under construction with donation made by national entrepreneurs and teaching in temporary class rooms of the damaged village primary school. On their way back to Yangon, they made an aerial view of rehabilitation in storm-hit towns and villages, ploughing monsoon paddy fields and fishermen fishing on rivers.
