Re: Question for CNGPM 2008 Contestants This is my response to Joseph Lavoie's questions regarding Quebec and the Canadian Constitution. My answers are: 1) It was not enough for Stephen Harper to recognize "les Quebecois comme une nation" within Canada. Rather, this was an attempt to prevent Bloc leader Gilles Duceppe from tabling a motion to have Quebec recognized as a nation full stop, without any qualifiers. When speaking of this motion I make an error, saying that the motion was to recognize "Canada as a nation". Obviously, this was a mistake as I meant to say "Quebec as a nation". My apologies, but I was unable to re-film. 2) The constitution must be reopened. To fail to do so Canada loses all legitimacy and the federal government has demonstrated itself to be unwilling to negotiate with Quebec. Although the Meech Lake and the Charlottetown Accord failed, leading to the 1995 referendum on Quebec's sovereignty, we must not be afraid to reopen the constitution. As PM, I would negotiate with Quebec to obtain its signature on the document, thus strengthening the unity of Canada. 3) To appease the other provinces I would stress prioritization. The Quebec issue must be dealt with, as it is one that has weakened the bonds that tie Canada together. Once this issue is solved, the other provinces will be in a better position to negotiate with the federal government over their own needs. This is not to say that the other provinces should in the meantime be ignored, but rather that the Quebec issue needs to be made a priority. After all, the other nine provinces did indeed sign the 1982 Constitution. Re: Question for CNGPM 2008 Contestants Contrary to most folks here, I think the time is ripe to re-open the constitution. This is not a dead issue, especially here in Québec. Why is the time ripe? 1. Quebec's current provincial government will be easier to negotiate with than its predecessors. 2. English Canada seems more willing to make key compromises on the they 5 points raised in Meech Lake. 3. In fact, we've seen a defacto implementation of much of Meech Lake; many of the divisive issues of 1990 have been quietly dealt with. It's time we commit our practices to codification in the constitution - while a botched renegotiation could be divisive, a constitution to which Quebec consents would be a huge blow to the separatist movement by securing Quebec's abilité de gérer son propre avenir firmly in the constitution. CNGPM The face of Canada's diplomatic relations in an ever shrinking global community is its Prime Minister. The question was if I were to grant the territories full status as provinces, wouldn't this allow a very small proportion of Canada's population to veto constitutional amendments whereas even Ontario and Quebec by themselves do not have this power. Julienne Vipond--CNGPM Re: Tragopogon This is a video response to Tragopogon. The question was regarding my proposal to grant the territories full status as provinces. Tragopogon asked how I could justify giving the territories even greater representation since by population they do not even merit one seat in the House of Commons. My answer to this is that while every 107 200 Canadians is supposed to be represented by one seat in the House of Commons, there are also other clauses which grant the provinces a greater number of seats than they would be granted by population alone. For example, PEI with a population of 138 627 should be granted 1-2 seats, but instead they are granted four. This sort of scheme is similar for most of the provinces. So why then should the territories be limited to seats based on population? Why not grant them full status as provinces, and the increased representation that goes with this?
