Carbon Trust Innovations -- addressing market failures in the development of... Google Tech Talks October 30, 2008 ABSTRACT The Carbon Trust is a private company set up the by the UK government to combat the threat of anthropogenic climate change. It has a simple but profound mission: "to accelerate the move to a low-carbon economy by working with organisations to reduce carbon emissions and develop commercial low-carbon technologies". All of the Carbon Trust's activities derive directly from this statement. The Carbon Trust is also a company limited by guarantee: it has shareholders and can make profits but cannot distribute cash dividends. Those that invest in the company do so in expectation of return in the form of carbon savings, while any arising profits are recycled into the company's operations. The Carbon Trust Innovations division develops low carbon technologies through partnerships, funding, expert advice and large-scale demonstrations. Its mandate is to provide targeted support for low carbon technology development using public funds, but always with the expectation of catalysing private sector follow-on investment. Innovations has been active in the UK for the last six years, with notable achievements in the marine energy, smart metering, micro-CHP, low carbon buildings and fuel cell sectors. This talk will provide a summary of the assessment frameworks, methods of intervention and future plans for Carbon Trust Innovations and should be useful to anyone with an interest in the role of technology in fighting climate change. Speaker: Robert Trezona Robert is responsible for all the Carbon Trusts investments in low-carbon research and development and has led the Advanced Bioenergy Accelerator initiative that was launched earlier this year with the Pyrolysis Challenge. Other areas of focus for the Carbon Trust are algal biofuels and novel routes from sugars. Robert is a materials scientist by training, and has a First Class degree and a PhD from the University of Cambridge. He has five years experience as an engineer working on fuel cell technology with Johnson Matthey and then Ceres Power, where he led the fuel cell development programme. Before joining the Carbon Trust in 2007, Robert worked for management consultants McKinsey and Company, where he focussed on strategic and operational issues in the energy, utilities and basic materials sectors. Cambodia - Innovations in Primary Health Care Cambodia - a nation famous for its ancient civilization, temples, and architecture, but also its recent tumultuous history, is now looking toward a peaceful and sustainable future. Still one of the poorest nations in the world, Cambodia with a population of 14 million is developing at a rapid pace. Economic growth in the last decade has been around 8 percent. Yet this growth has not been distributed equitably, especially for 85 percent of the population living in rural area and not having access to primary health care, among other basic services. To improve this situation, Cambodia's health system is getting a boost through a program that contracts for better health service delivery in rural areas, which is already proving successful. The new country's health strategy 2008-2015 proposes to scale up contracting programs to reach more of the poor and further improve health system performance, including independent monitoring and evaluation. Thereafter, among the sayings of the Prophet that indicates the classification of Innovations into two types, is the hadith related by Imam Muslim in his Sahih. Imam Muslim related, in his Sahih, that "The Prophet, peace be upon him, said: "The one who innovates, a good innovation in Islam has its reward and a reward similar to those who follow him in it--until the Day of Judgment--without lessening their reward; and The one who innovates, in Islam, an innovation of misguidance would be sinful for it and has sins similar to those who follow him in it--until the Day of Judgment--without lessening their sins." It is understood from this that the Messenger of Allah classified the Innovation into two types: Innovation of guidance (a Good Bid^ah that is innovated in accordance with the Qur'an and the Hadith. And Innovation of misguidance (a Bad bid^ah): That is innovated in violation to the Qur'an and the Hadith. Allah Knows best. Gray, MD, an interventional cardiologist and Director of Endovascular Care at NewYork-Presbyterian/Columbia University Medical Center, who was the national Principle Investigator of the ARCHeR (ACCULINK for Revascularization of Carotids in High Risk Patients) trial, proving the efficacy of filtered stenting in high-risk endarterectomy patients and ultimately resulting in the first carotid stent system ever approved in the US. His many research credits in this field include his work on the interventional management committee of the NIH- and NHLBI-sponsored trial, CREST (Carotid Revascularization Endarterectomy vs. Stenting Trial), which will randomize 2500 patients between stenting and endarterectomy in the US and Canada. CREST, which will be concluded sometime in 2008, is studying stenting in patients with standard surgical risk, a population that represents perhaps 70% of those undergoing endarterectomy. This is a book called 'Tahdhib al-Asma' wal-Lughat'. It was authored by the scholar, al-Hafiz Imam Abu Zakariyya Muhyyid-din Yahya ibnu Sharaf an-Nawawiyy -- who died in 676H. This book was printed by Dar al-Kutub al-^ilmiyyah, First Edition in 1428H. On page 277 of this book VOLUME 2 Imam an-Nawawiyy states: "...and al-Bayhaqiyy related in 'Manaqib ash-Shafi^iyy' that Imam ash-Shafi^iyy, may Allah raise his rank, said: "innovations are of two types.
