Prestes a lançar proposta de reforma política, ex-presidente faz autocrítica, defende parlamentarismo e fala sobre o impeachment e traição na política. - Confira a entrevista de Collor: Afastado da vida pública há 15 anos e do Congresso há 25 anos, imagine o quanto não terei que aprender para poder, efetivamente, estar com um instrumental necessário para colaborar com a discussão e o debate dos temas que interessam à vida nacional. Meu desejo é, durante esses oito anos de mandato como senador da República, poder oferecer um projeto que pretendo apresentar em breve, de uma reforma política ampla, profunda, porque entendo que a reforma política seja a mãe de todas as reformas. Pretendo apresentá-la dentro de mais uns 20 dias ao Congresso Nacional. E, ao mesmo tempo, aprender, porque nesta Casa se aprende muito. - A reforma política e o parlamentarismo Sou daqueles que acreditam firmemente que somente o parlamentarismo poderia pôr fim a essas crises recorrentes de governabilidade que nós enfrentamos em todos os governos republicanos dentro do sistema presidencialista. A partir daí, e dentro dessa proposta de mudança do sistema de governo, nós teríamos também a questão da fidelidade partidária, do financiamento público de campanha, a questão da não obrigatoriedade do voto, a questão da obrigatoriedade dos partidos políticos terem dentro de seu organismo cursos de formação de quadros partidários, para aqueles filiados que eventualmente venham a ser candidatos, possam já ter uma base do que significa fazer política, ser político, e também saber o que defende o seu partido, qual o seu programa, qual o seu ideário. E vale a introdução do voto distrital para a melhor qualificação da representação parlamentar. Enfim, são vários pontos que comporão esse projeto amplo de reforma política que me referi. - A dificuldade para a reforma política A grande dificuldade é que, a reforma política, para que ela seja feita, para que ela seja aprovada, depende exatamente do Congresso. Depende dos deputados e dos senhores senadores. É necessário haver muito altruísmo; muito espírito de renúncia e muita capacidade de vislumbrar um futuro de aperfeiçoamento político para que se aprove reformas como essas. Mas, temos que tentar. Vamos continuar tentando até que finalmente haja possibilidade. Quem sabe, ainda neste ano, tenhamos um grande avanço nesta proposta de reforma política. - Impeachment "Os erros foram, em primeiro lugar, um extremo voluntarismo de minha parte, de acreditar que pudesse mudar o Brasil do dia para a noite. Que poderia enfrentar a tudo e a todos e teria condições de arrochar com as conseqüências sem qualquer tipo de problemas. A pouca consideração que dei ao Congresso Nacional foi um segundo grande erro. Enfim, esses erros fizerem com que minha Presidência ficasse fragilizada e redundasse no meu afastamento da Presidência da República. A gente só aprende, só ganha experiência com o sofrimento. Essa é a grande escola que nos torna mais maduros, com maior experiência, e, portanto, seres humanos melhores. Se nós soubermos tirar proveito dos erros cometidos, aprendendo as lições que esses erros e sofrimento nos traz. - Traição e política Traição faz parte da política. Não existe o exercício da política sem que junto não caminhem as traições. Infelizmente, isso acontece amiúde. As traições trazem, claro, decepções. Mas, desde que você tenha isso como algo que sempre acontece, você deixa isso, delata isso, coloca de lado, de modo que essas decepções não tomem conta de você. A melhor coisa é simplesmente esquecer, passar a página, e continuar olhando para a frente, caminhando.
