Next Generation All-IP Telecom Networks: Quality of Service Challenges and Is... Google Tech Talks January, 14 2008 ABSTRACT The SIP-based IP Multimedia Subsystem (IMS), while recently introduced, has become one of the primary distinguishing features of the next generation of mobile telecommunication systems. IMS allows mobile operators to offer advanced value-added services - like VoIP, so-called push-to-media, video, interactive gaming, and mobile banking - to their customers timely and efficiently. Google's plans to enter the wireless world open up a world of possibilities for offering customers and businesses advanced services such as targeted location-based services and advertisements through the IMS framework. Deploying IMS, however, is a non-trivial task. The core challenge for the telecom industry has been and will be the integration of the current radio access network (RAN) and IP transport infrastructure with the IMS domain. Within standardization bodies, efforts are underway to address the issues for call setup and mobility signaling, while developing unified user profile management and Quality of Service (QoS) architectures. The real goal is a standardized, IMS-centric, end-to-end unified signaling architecture. To this end, this presentation provides an overview of IMS and QoS signaling over integrated RAN and IMS domains. By using an exemplary family media service, aspects and specifics of the end-to-end QoS invocation, control and policy enforcement, including roaming scenarios, are demonstrated. Based on laboratory measurements performed at Sprint-Nextel aided with simulations, the Post Dial Delay (PDD) delay is evaluated and some practical recommendations for delay reduction are presented. The presentation will conclude with discussion of open issues and viable solutions. This presentation should be of interest to Googlers who work on mobile related projects and intend to have a big picture of next generation mobile systems such as application development, and service and system integration with wireless operators. At the time, you were in favour of forming an alliance with Deutsche Telecom and preventing Telecom Italia from being indebted to the tune of tens of billions of Euro to the "courageous captains" Gnutti and Colaninno, who "bought" the company by getting into debt. Your attempt failed due to the opposition of Massimo D'Alema, Chairman of the Board at that time, who favoured entry into the largest company in the Country of the capitalists with patched trousers. Subsequently, Colaninno was convicted of preferential bankruptcy in the Italcase case, Gnutti for insider trading and D'Alema is now involved in the Unipol case in which Consorte and Sacchetti have been convicted. You now find a company that is more indebted, with fewer resources, with a reduced international presence, minus thousands of employees and companies sold off, unbundled or closed down. A company that has missed every boat in the past eight years and that has only survived thanks to what is essentially a politically sponsored monopoly. The management currently in charge of your former company is made up of people, and here I refer specifically to Carlo Buora and Riccardo Ruggiero, which have allowed or ignored the creation of the most widespread espionage centre in the entire history of the Republic. There are thousands of files on people who were spied upon, for which million of Euro of company money was paid out, of which the management was totally unaware. Tronchetti and Buora, an unbreakable couple, brought people such as Tavaroli with them from Pirelli and entrusted them with Telecom's Security while they knew nothing. I tell you this in the hope that you will have no hesitation in dismissing the management team that has taken Telecom to the brink of the abyss. The go-ahead for your appointment came from the appointment committee of Mediobanca, consisting of Rampi, Bollorè, Tronchetti and Geronzi. This is not a good recommendation. We know Tronchetti and Geronzi well and so do you. I would have preferred it if your appointment was made by the majority of shareholders, also involving the minority shareholders that are continually impoverished by every decision that is made. However, this was not to be. I ask that you take immediate action to give minority shareholders an appropriate voice in Board meetings and hope that you listen to me. Following his appointment, Tronchetti expressed the hope that: " the work carried out by the front-line employees be appreciated, namely those employees that have contributed to the company's economic and technological success and the important financial restructuring, guaranteeing good results through their professionalism, even during the long period of instability". Coming in with support from both sides of the aisle, Mukasey has made it a priority to address issues of public corruption and the integrity of our government institutions. - The Commonwealth Club of California Michael Mukasey was born in the Bronx, New York, in 1941 and graduated from Columbia College and Yale Law School, where he was on the Board of Editors of the Yale Law Journal. Prior to becoming Attorney General, he had a lengthy career as an attorney, including service as an Assistant United States Attorney from 1972 to 1976 in New York. From 1975 to 1976 he also served as chief of his district's Official Corruption Unit. From 1976 to 1987 he was an associate, and then member, of the firm Patterson, Belknap, Webb & Tyler. Mukasey was appointed to the U.S. District Court for the Southern District of New York by President Ronald Reagan in 1988 and served until 2006, the last six years as chief judge. During that time, Judge Mukasey presided over hundreds of cases, including the trial of Sheik Omar Abdel Rahman and 11 co-defendants charged with conspiring to blow up numerous sites in New York. Following the terrorist attacks of September 11, 2001, he was widely praised for the speed with which the federal courthouse, located just blocks from the site of the World Trade Center, returned to normal operation. Upon his retirement from the bench, Mukasey returned to Patterson, Belknap, Webb & Tyler, in the firm's litigation group. Judge Mukasey has received numerous awards over the years, including the Learned Hand Medal for Excellence in Federal Jurisprudence from the Federal Bar Council, the William Tendy Award from the Fiske Association, awards from the Seymour Association, the Respect for Law Alliance, and the Ari Halberstam Award from the Jewish Children's Museum. He also received an honorary degree from the Brooklyn Law School. Mukasey's professional and civic activities have included service as a director of the William Nelson Cromwell Foundation and as a director of the Jewish Children's Museum. He has also been a lecturer in law at the Columbia Law School. He was a member of the Automation and Technology Committee of the Judicial Conference of the United States; was chairman of the Committee on Public Access to Information and Proceedings of the New York State Bar Association; was a member of the Federal Courts Committee and the Communications Law Committee of the Association of the Bar of the City of New York; and was a member of the American Bar Association. Judge Mukasey was nominated to be Attorney General by President George W. Bush on September 17, 2007, and confirmed by the United States Senate on November 8. He entered duty on November 9.
