Operation Dirty Bird Pt. 3: The Bad Mayor The statistics are clear: over seventy percent of California's prison population are ex-foster children; more than two-thirds of foster children aging out of the system are coming forward with horror stories of severe abuse while in the custody of the state; and it is a known fact that a child is three times more likely to be severely abused or die of abuse while in the care of a non-biologically related person. With all of that said, why would we do anything to bolster adoption and foster care rates? It would be ridiculous, but it's happening here in San Bernardino. Recently, Arnold Schwarzenegger passed a law providing foster children the opportunity to be heard at court proceedings held to determine their fate of placement. This is not enough, in my opinion, to fix our broken system. Many accused parents are complaining they were not afforded the opportunity to present any evidence or call any witnesses to clear their names in juvenile dependency hearings. In fact, there is no trial by jury when an individual is accused of abusing their child at all. It would bring one to ponder what the connection is between these happenings. My investigations into these matters have led me to find that many of these judges, higher-ups in D.C.F.S. and Operation Phoenix (what the public is told is a crime-suppression collaborative between "charities" in San Bernardino, City and County governments) are sitting on the boards of directors to the mental health and adoption agencies that are contracted by the Department of Children and Family Services. For instance, Patrick Morris, San Bernardino's distinguished mayor (and founder of Operation Phoenix), sits on the boards of directors to almost every charity involved in Operation Phoenix, one of which I am referring to would be the Children's Fund, another would be the Community Foundation (it's holding more than fifty million dollars in stocks; yet, the community centers and the rest of San Bernardino have reportedly been "flat lined" by Morris for years). Something ugly is brewing on the faces of the lower class in San Bernardino with respect to Morris' anti-crime campaign. According to residents of the areas that Operation Phoenix is focused on, Operation Phoenix "sweeps" have consisted of raids on the poor parts of town and been nothing but a nuisance to innocent residents. These families may be poor, but they're tax-paying citizens who are not usually with any criminal record. It has put a rift between citizens as young as elementary grade school level children and who are supposed to be San Bernardino's finest: our local police. Residents who are truly in crime-ridden areas cry out in city council meetings, "I called the police about the taggers and I've been threatened with poles, but nobody came!" The mayor seemed annoyed, at best, with the pleas of a local resident. I suggested he get a camera, like mine. It was all the solace I could provide, but at least I tried to help. A city firefighter expressed his irritation with the council's negative attitude toward his department. He told of pencils being thrown down in disgust and general unprofessional attitudes to local needs and respect for his department. The mayor sat and listened with a stone face, mute. This was particularly upsetting to me because I had, only a few minutes earlier in the day, personally helped give medical aid to a seizing man just outside of City Hall with this man. He did not brag or boast in any way about what he'd just done: save the life of a complete stranger, but did say that his department would always be there for the citizens of San Bernardino. As he took the man's blood pressure, helped me turn him to his side to clear the airway and stay to report the whole story to the medics who responded, I saw in his eyes the selflessness of our city's servants. No: he did not brag to the city council about the emergency (and free) medical care he gave to a very ill man right outside the city hall doors. He merely asked for a little respect. Later, as Councilwoman Wendy McCammack demanded answers to the Operation Phoenix scandal, another council member chuckled and made teasing faces about the subject: totally disrespectful to the public's need for answers. During a break, I approached the mayor and asked him to think long and hard about what Operation Phoenix is doing to his city. I told him I'd like an interview with him about his connections to non-profits that are profiting from these raids and other operations of Operation Phoenix. He referred me to his assistant and quickly brushed me off. It is my feeling that he dares not interview with me because he knows I intend to hold him accountable for his actions. Our city's money is not his personal piggy-bank and he is not the only person in San Bernardino who deserves respect.
