The Mosul Model - Iraq Aug 2003 The people of Mosul have created their own multi-ethnic, multi-party city council which could form a prototype for the new government of Iraq. The Northern Iraqi city of Mosul is Iraq's most ethnically diverse region. Many people feared that age-old tensions between Arabs and Kurds would turn the battle for Mosul into a bloodbath. However, it has become one of the most peaceful areas in Iraq. Two months before the interim government in Baghdad was selected, a multi-ethnic, multi-party city council was already in operation in Mosul. New political parties and power bases are springing up across the city. However some members have become disillusioned with the council's inability to make independent decisions. "We are not allowed to contact different government departments directly to solve problems," complains councillor Hunain Al Qaddo. Like other cities, Mosul is plagued by problems. Thousands of pensioners still have to queue for days to receive their emergency payment. But compared to the rest of Iraq it's a haven. Albania has played a largely helpful role in managing inter-ethnic tensions in southeastern Europe, and is continuing to work toward joining NATO and the EU. Albania, with troops in Iraq and Afghanistan, has been a strong supporter of the global war on terrorism. Lagging behind its Balkan neighbors, Albania is making the difficult transition to a more modern open-market economy. The government has taken measures to curb violent crime and reduce the large gray economy. The economy is bolstered by annual remittances from abroad of $600-$800 million, mostly from Albanians residing in Greece and Italy; this helps offset the towering trade deficit. Agriculture, which accounts for about one-quarter of GDP, is held back because of lack of modern equipment, unclear property rights, and the prevalence of small, inefficient plots of land. Energy shortages and antiquated and inadequate infrastructure contribute to Albania's poor business environment, which make it difficult to attract and sustain foreign investment. The planned construction of a new thermal power plant near Vlore and improved transmission and distribution facilities eventually will help relieve the energy shortages. Also, the government is moving slowly to improve the poor national road and rail network, a long-standing barrier to sustained economic growth. On the positive side, growth was strong in 2003-06 and inflation is low and stable. Most historians believe that the Albanian people are in large part descendants of the ancient Illyrians, who, like other Balkan peoples, were subdivided into tribes and clans.[5] The name Albania is derived from the name of an Illyrian tribe called the Arbër, or Arbëresh, and later Albanoi, that lived near Durrës.The kingdom of Illyria grew from the general area of modern-day Albania and eventually controlled much of the eastern Adriatic coastline. Scodra was its capital, just as the city is now the most important urban center of northern Albania. The earliest known king of Illyria was Hyllus (Albanian: Ylli, English translation: "Star") who was recorded to have died in the year 1225 BC. The kingdom, however, reached the zenith of its expansion and development in the 4th century BC, when King Bardhyllus (Albanian: Bardhyli, English translation: "White Star"), one of the most prominent of the Illyrian kings, united the kingdoms of Illyria, Molossia and a good part of Macedon under his control. Unqiue Somaliland Somaliland (Somali: Soomaaliland) is a de facto independent republic located in the Horn of Africa. The Republic of Somaliland considers itself to be the successor state of the former British Somaliland protectorate, which had an area of about 137,600 km² (53,128 sq mi), which became independent on June 26, 1960. Somaliland finally made the transition to multi-party democracy, with district council elections contested by three parties, considered the most peaceful in Africa for twenty years. Somaliland has the Presidential system of government which consisted of an Executive, with a President, Vice President, and Council of Ministers, a bicameral Legislature, and an independent judiciary. Laws are created by the Upper and Lower House. The legislative assembly is composed of two chambers - an elected elder's chamber, and a house of representatives. The country has three political parties. i.e UDUB Party, Kulmiye Party and UCID party . However recently a FOURTH party was created, Qaran (the national), however it was considered to be illegal, but there is no constitution proving such; the case is still been investigated. The leaders of Qaran party were imprisoned, an action considered by the international community and many somalilanders as illegal. They are FREE now, and thats because Somaliland is a flexible nation that will listen to its citizens and the international community. Bizarrely, the Tsunami appears to have had a positive impact on both. "The tide is now three to four times higher than it was 100 years ago," states scientist Dr Ali. The government attempted to deal with this threat by building a artificial island high above sea level. When the Tsunami struck, it used this opportunity to permanently re-house residents on the nine lowest lying islands. Fraunhofer FOKUS IMS Community Mashup In the context of combining Telco network capabilities into 3rd party service scenarios and especially Web2.0 application mashups, the FOKUS competence centers for Next Generation Network Infrastructures and Open Communication Systems developed a Web2.0 enabler platform for Telcos. Its usage will be illustrated using a Telco/Web2.0 mashup application scenario that utilities IMS communication channels as well as typical Web2.0 enablers like maps and RSS/Atom feeds. The application is aligned to location-based services for communities that combine Web2.0 services and IMS communication services. Therefore two different views of the scenario are available: 1. WWW-based application mashup that utilizes Google Maps, IMS rich presence with geo information, call control and multi-party conferencing as well as the inclusion of 3rd party Web2.0 services like Jaiku, etc. 2. IMS/Web2.0 combined mobile client using the 3GPP Generic Bootstrapping Architecture (GBA) for HTTP service access. The client uses standard IMS communication mechanisms like instant messaging and VoIP but incorporates specific Web2.0 service enabler in the same manner. The client is capable of provisioning mechanisms on service demand. Technically, the service utilizes besides the OpenIMS core our Parlay X-based network abstraction layer and a policy enforcer for 3rd party service access (OMA PEEM). Niger National Anthem Niger became independent from France in 1960 and experienced single-party and military rule until 1991, when Gen. Ali SAIBOU was forced by public pressure to allow multiparty elections, which resulted in a democratic government in 1993. Political infighting brought the government to a standstill and in 1996 led to a coup by Col. Ibrahim BARE.
